that is an anime trait actually. It is part of the personality trait too.Neither of those quite fit in this particular instance. Griffon gives both Scarlet sisters, not just Flandre, the one-fang look. And we all know that Remi isn't a feisty, childish little girl. Personality-wise, she's pretty much Flandre's exact opposite, so the lack of a second fang isn't applied to her personality; it's just Griffon's attempt to make them look cute.
I would have bought this if she had both fangs. :/

People seem to be pretty back and forth on Griffon's Touhou line but honestly this one and Youmu are probably the best two. That's of course trying to be without character bias.

I think there is a strong chance of a re-release. Griffon re-released so many Touhou figures, so why shouldn't they release her again?

It's just a common trait in anime. It just looks weird with two fangs.
