I think it would be noticeable if they were standing next to each other, but not when they are positioned in action or something. But then again I do not own figmas that are of different heights so I'm not too sure about it ^-^

I think they are supposed to help her stand up without the figma base, but they don't seem to be of much use. I'm not 100% sure, though, I just took them off of mine :)
