paypal transaction vanished, no refund received

so i canceled an order a month ago and it was a pending authorization for a long time, and on the 24, a month after the order was placed, it vanished completely from my paypal summary. i still havent received the refund either.
does anyone have experience with this and what i should do? i contacted the shop i bought from and they said it means the payment dropped? does it just take a while or something?

Last time I needed to dispute a transaction and it said invalid ID it was because I had used my credit card through paypal rather than my paypal balance or my bank account. If you used a credit card you will need to contact your card company, not paypal. Even if your card is the payal mastercard it's still a seperate authorization that paypal doesn't have direct access to

did you pay with a credit card? Last time I needed to dispute a transaction and it said invalid ID it was because I had used my credit card through paypal rather than my paypal balance or my bank account. If you used a credit card you will need to contact your card company, not paypal. Even if your card is the payal mastercard it's still a seperate authorization that paypal doesn't have direct access to

If you go online and click for Paypal "contact" you should see 888-221-1161, Paypal's access number if USA. Usually there is a 6-digit verification code that accompanies the phone number. If that code is not present you can still use the 888-number and someone will get to you eventually.

Paypal (Ebay too) has a nasty habit of routing you thru a decision tree of options before they do a reveal of the 888-number. And even after you get thru on the phone a robo will come on and enumerate options (none which are applicable to anything you wish to accomplish). Type 0 for operator. If that does not work ask for "agent", "live adviser". Eventually robo will send you to a real person.

If you used a bank account, credit or debit card you might have to ask those issuer companies about your transaction situation. Sometimes PP just acts as an arbiter / referee and the money changer is your origin donor (bank, cc carrier). If you used other e-credits instead for this cancelled transaction you might have to go back 2 months into your PP account and dig around for a transaction record.

I currently have a situation with a buyer who resides near MX. He won 1 of my auctions with the diecast truck intended to be delivered on the Texas side. International buyers do this and I don't mind as it saves me the time filling out the customs forms. My buyer paid right away but ebay said do not ship item as payment is pending. This has happened before when a buyer uses e-check (which I despise as it gyps both buyer and seller out of transaction sale time). Paypal assured me pending question would be resolved in 24-72 hours. My past experience with pending re straight electronic payment has been within 12-hour timeframe.

On the 4th day I called Paypal to find out what was going on. Their representative informed me this payment pending was induced by non-government compliance. She would not elaborate whether this was Mexico or USA holding up the transaction but Paypal had rules it must abide by so Paypal could not act on its own re this transaction. I informed the buyer that the truck can't be sent until the money he paid gets placed in my PP account by Paypal and that the government was sitting on the determination of this transaction outcome; when that gets resolved who knows when. On the 5th day he asked to cancel the purchase which I did per his request. Now, ebay held me accountable re relist for 10 days beyond buyer request until it heard from the buyer whether he really cancelled. On the 11th day I got my final value fee returned. I informed the buyer to contact Paypal to get his refund as they have it. That was 3 weeks ago.

He emailed me today asking where his refund was since he had cancelled the auction win order. I had to start over, re-explain that I was not paid (ever) and his issue has to be taken up with Paypal. I called Paypal (again), explained the event, the PP rep looked it up, sure enough, action was still pending awaiting government decision. "When will that be?" I asked. She responded that she did not know....makes two of us but what do I tell the ex-buyer. Tell him to call Paypal and he may have to file a dispute so Paypal can look into it. So, I asked her, was I ever paid. Because if I was it is not obvious (I would gladly have refunded the buyer's $$ weeks ago had I been paid but I was not). No, you were never paid, Paypal is still holding the buyer's money.

It has been 32 days since the ebay win. This has never happened to me before selling used goods via Ebay-Paypal.

You need to get in touch with Paypal, not the shop. In all likelihood the shop never got paid if it's still in "pending" limbo. You may have to file a dispute with Paypal so they at least look into it. This is what the Paypal representative suggested I tell my ex-buyer from 32 days ago which I did do via ebay correspondence. He informed me he would try.

In my situation it was damn government: can't live with them, can't shoot 'em. And why? I do not know. No one seems to know anything.

THe default for history views is a month. There should be an option to be able to go back more than a month in PayPal. I know sometimes if something is pending for longer than a month "disappears" but is still there, you just have to go into that tab and look it up.
