Figurines are what now???Figurines are what now???

So today something kind of funny kind of not funny happened to me.

I picked up ITEM #394593 and ITEM #394594 at the PO today. Sadly, I ended up having to pay custom charges on the package... which I was prepared for because that usually happens when I choose EMS as a shipping method. What really got me though was the fact that I expected a charge of like $50.00-ish but got nailed for $75.25!

So I'm looking at the slip to see what else they charged me besides HST and I wasn't surprised to see that they pinned some ridiculous duty charge onto it. Usually they try to pin "Art" or "Ceramic" related duties onto figurines but this time they charged duties for "saddlery".

I kid you not. Saddlery.

So I looked up the classification code given on the import form just to be sure I wasn't missing something but all I got was this:
CBSASaddlery and harness for any animal (including traces, leads, knee pads, muzzles, saddle cloths, saddle bags, dog coats and the like), of any material. - Other - Saddlery and harness, including parts and accessories, excluding saddles

I'm not sure how they managed to make such an obscure mistake like this but it gave me a good laugh. Well at least it did until I remembered that I'd have to go out of my way to get my 20 something dollars back from the CBSA lol

Anyways, for all those who live in a country that collect taxes on your figures and other anime merch, have you ever had Customs mark your item with a remarkably incorrect classification like they did here?

Polkadopolis (1 year ago) #22197367That really sucks! were you able to dispute it some way? D;

Nope, filed a complaint, but they never even wanted to handle it and rejected it right away. *sigh* I was salty for quite some time after that happened. :P

good thing I'm here in Alberta (Edmonton), so basically I'm only charged 5% GST (since duty for toys, etc is 0%) in case I need to pay customs. Shipped around 55 parcels (scaled figs, actions figs, gunpla, etc) since last year until now and was only charged 5 or 6 times. I mainly used Reg. SAL for shipping and haven't lost any packages yet (though there are few instances that it took around 6 weeks for the item to arrive, usual is 3-4 weeks).

Anyway with regards to mis-classification, there's this one time in which a package was declared as "plastic figures" however, the classification used was plastic used for industrial purposes or something like that. So instead of 0% duty, a duty was added (can't remember the exact rate) aside from the 5% GST. The difference is worth the effort to send some forms to CBSA to contest the classification and I received the refund (cheque) after a month.

Some of the errors might be understandable especially if the declaration is just 'figurine' since that's a broad term which can refer to many things that can be under different classifications. It's the responsibility of the sender to declare the item with accurate description to avoid any confusion. Fortunately the CBSA process to contest errors is quite straightforward and can be easily done as long as you have the necessary documentation (like item invoice, the page of the item where you buy from, etc)

"fantasy jewelry" was the funniest one I saw for my orders so far. Didn't know pinch straps are that valuable (/w\)

I think the weirdest one I've encountered was two Nendos being marked as "zoological samples" or something similar on the CBSA form, even though the Japan Post papers clearly stated "plastic figures" on it. (I don't remember getting an extra charge for that package.) I should've saved the customs declaration, it was hilarious. Usually they just get marked as toys, or occasionally ceramic statues, which is a pain in the ass because I hate dealing with CBSA more than I have to. I'm also quite certain it's one asshat in Mississauga who marks everything as ceramics, because it only happens to me on packages that enter Canada from there (so most of my EMS packages). If I go RSAL, it enters through BC (usually Richmond) and then I don't have issues.

No, no, you do not come off as rude to me. The only reason why I mentioned healthcare was because you mentioned it in a previous comment to me when you were explaining custom taxes to me. My comment before this one was just me adding some brief opinion on how that tax money could be put to better use and why it existed, but I didn't mean any harm on that.(I wasn't trying to rant, I just have somewhat of a bad habit of drifting off to minor topics.)
I know that your blog is about how there is a struggle with getting figures from customs, and not government-related topics. I wasn't going to even speak further about the latter beyond my previous comment. I didn't mean to upset you in any way.Polkadopolis (1 year ago) #22234580
So this is going to sound rude but this blog isn't really a place to be discussing your opinions on free healthcare.

Nvaier (1 year ago) #22230870Where I live, I'm forced to explain the contents of every single package I get myself. Therefore there's no possibility of something like this happening. It's a pain in the butt though, and the whole process of delivery is slowed down by at least two weeks. Oh, and the tax rate is 23% so... yeah.
Oh jeez, that sounds like a real hassle lol

Taxes exist for tons of reasons like protecting the economy and providing money for public infrastructure (free public healthcare to name a really over used example)
Also, I don't like undervaluing my figures because I have received too many broken ones for that to be safe. I'll pay taxes if it means that I can get my money back with postal insurance if a figure shows up with a broken arm or squished box.

I'm aware of taxes as a whole, but I still find custom taxes to be a bit absurd to have. (This is mostly because I never had to pay them before.) Perhaps this is your government's attempt to keep money within the country and discourage people from buying overseas or from another country? :/ (I don't find this to be necessarily a bad thing, but it does have a few cons to it.)

From what you tell me, it seems like the money is being put to good use for the most part. :) (Although, I don't really agree with the free healthcare. I believe everyone should have to pay for that. Some of the tax could be used to provide the medical supplies that doctors need to treat people and that could result in lowering the cost of healthcare as a whole. So many people want to come to the U.S. for the "freebies", but the funding for the "free" stuff is going to ripped from someone or somewhere. :( )

I'm sorry if I'm giving this too much thought. DX

Fly through Buffalo or Detroit to go to GTA so ship items in question (expensive like 200+ merchandise) to USA home and go bring all my stuff in when I go to my Canada home. Sometimes use mailbox services at the Falls when opportunity calls, so I don't have to lug everything through airport.

Just keep stuff reasonable at border to be below limits and legal. When too much stuff (if under 150 a piece), Just reg-SAL Japan to Canada address and it is fine. As long as it is not coming up from USA shops... USA shop must ship to USA address, or else it is customs 100%. Ground customs at Niagara Falls is very strict for USPS. Or I like go to local shops which can give bit discount when local pickup.
