    I just wonder if it’s normal for Naruto RAH to have this situation. The pants were like that just after I took him out of his box... I really want to know if NARUTO RAH is like this and if there’s other way to fix this *loose* problem.

    You could try buying the sticky-back velcro and try hoisting it from the back?
    The only RAH I own is Skyward Sword Link - but his clothes fit perfectly...

    Well, if you're not afraid of driving a needle in the fabric you could make makeshift suspenders for the pants with some invisible nylon thread.
