Absolutely :/ She was in the most recent movie though, they still benefit from her appearing in any scene, no matter how insignificant.

Weirdly not surprised that they squeezed in a kimono clad Boa Hancock near Hiyori in this line :'D
Whether a character still appears in a manga doesn't matter at all though so it's logical, not dumb. Boa is still extremely popular, and popular characters equals more figures sold and more money for the manufacturer.
I'm not going to spoil the story in case someone hasn't see it but an extremely popular character in One Piece died years ago but that hasn't stopped from their figures being made.
Popular shows like Full Metal Alchemist ended a long time ago but there's still some figures being release even now, and some shows that are more recent don't even get any figures.
A character's current status in a story has nothing to do with figures, it's all about popularity and what creates the most profit for companies.
