For me a make up brush actually works for dusting off figures. With the fine hairs you can even get into the crannies, too.
I use a fan brush model for it :)

I also second Radnar's tip for the fabric part.

Personally, I use a lint roller every so often. It takes up a little bit of the fabric that's already there, but not a significant amount, just the loosest strands. After a couple of uses the amount should taper off. Of course, YMMV depending on your roller.
