anyway is there any chance for PlayArtsKai to re-release their products? has it ever happened before?

There's hardly a chance for a re-release. Cloud and some other FF characters has been re-released because of of games like the remake of FFVII and the new Dissidia. Some DC/Square crossovers got also got a re-release.
But for Lightning the chances are very low, because there isn't such a high demand on FFXIII merchandise anymore and there has already been a release of a Lightning bust as a merchandise for Dissidia.

I have the figure somewhere in my basement and IMHO you don't miss much by not owning it.
I tell you this as a big fan of Lightning and other FF characters: I'll never buy figures made from Square-Enix again, because they just look cheap and almost always have some flaws (don't let yourself be fooled by fancy shots of the prototype, the figure you'll get won't look like it!). If a real figure producer like Flare, Koto, GSC, Alter etc. is doing to make a FF figure I'll buy, but from Square-Enix I'll pass.
