*edit* I really should have checked the box more thoroughly, I found them stuck between the di:stage insert and box thanks to the tip found in her review here.
Admiral Akashi, the two straps measure 72mm each with 1mm holes in 3mm from each end.

OH MY GOD THANK YOU! I bought this back in 2011 and thought it came without the straps, I no longer have that old box so in 2018 I just got a new one hoping for “all the parts” only to think the same thing was happening! What a weird place to put them!
