No, it was not an indication. Other publishers doing a line is no indication Kotobukiya will be doing one or is even planning one. Bandai has nothing to do with their line of figures.
This is also not a matter of "could". Koto could have done it way before Bandai in terms of feasibility and ability. There was never any reason to believe they would be unable to. It's not like they lacked the skill and just now acquired it because Bandai is doing it. There are much bigger Pokemon figures on the market by small and big companies alike or individual sculptors.
But it's not a matter of being physically able to but whether they have the interest in starting another Pokemon line when this one is selling well, and whether the license holder is giving permission. As much as you may want it, companies can't just start making and selling figures as they please from franchises which they don't own or they could get into serious trouble for copyright infringement and the like. I know there are tons of unlicensed products floating around by fans and large-scale companies but Koto isn't one of those.

So your comment still isn't relevant on a figure series which is completely different. You are comparing two companies whose products have nothing to do with each other. Koto isn't choosing what Bandai decided on and vice versa. So no, Bandai doing it is not an indication whatsoever that it will suddenly happen with Kotobukiya. Because it was never an issue of Koto being unable to but that they just don't have an interest in it right now.
That doesn't mean it will never happen. But it's also not a sign that it will either. Just post on the Bandai-related sites the or write to them directly. Discussing a figure line by a different company by comparing it to a non-existent series of Kotobukiya in the comment section of an unrelated figure line will not yield any results in your favor.
