Taking a look at the shared photo by shiroitra, the issue is that in the photo, the hair extends beyond her forehead and her bangs are freely hanging from that extended part. If you look at the proto pics, this is why the forehead appears narrower, and you have more of a shadow from the hair cast on her face, giving it a little more sinister look, which fits well with the character. In the production piece, it seems like they cut a corner and had a shorter extension and the bangs much closer to the head. So the forehead appears wider, and is a little less sinister looking due to the lack of the shadows too.

It isn’t necessarily bad looking, just a little less impressive compared to the proto.

P.S. it is also possible that they lit the figure from both sides of the face to create the shadows for the photos, so that the hair appears more extended. So maybe they really haven’t changed anything and it is just the fancy lighting they used for the proto photo shoot :)
