Mhmm, the amount of detail will differ from figure to figure and also in between different manufacturers.
If you want to know what to expect your best bet would be trying to find blogs and maybe videos of past released figure kits builds.
Though as mentioned, we can already see that you'll need to paint the white stripes and probably add some shading to the skin and hair.
If the individual parts are prepped nicely and you don't have to sand down on seamlines etc, This will be easier to build than your regular plastic kit, which seems like a nice start into kit building.
I'm tempted myself but i need more convincing of this line than a pretty swimsuit figure ^^°.

It's a PVC model kit, which means the main parts are all painted and in our treasure's case, the head including the eyes will be completlely painted as well.
What you have to do is assemble the parts and add details.

the entry for nero's kit is using the unpainted picture so you'll see that you'll definitely have to paint the white stripes in.
The head and the sword will come pre-painted. It's not a garage kit.
